Okay, so the game prevents me from sending troops to attack a base that is a lot smaller unless that base has been inactive for a while. So far, fine.

But I cannot use interceptors against a small inactive base even if I'm allowed to send troops to it! The game just tells me that attacking smaller outposts is forbidden, period. I know that's not right because I just sent out a squad of marines and I haven't increased my population since then.

This is pretty annoying since I spent a lot of resources to upgrade and build so I could get these planes, and now it turns out I can't even use them since there aren't any large bases within reach.
