Maybe thats what transports are for?

In the interests of role playing I'd say transports are used in place of portals, who's to say your marines aren't smart enough to build a spare transport for themselves and use it to raid something then come back, disassemble it and give you back the resources?

In the interests of making sense in the game, you're right, a portal should be required to be raided, however this would cause people to simply turtle themselves in safety for a long period and then come out with an very large army and conquerer the universe.(I'm looking at you Unicron >.>)
