Define 'beginners protection', please ?

Basically:
1) I cannot build defences yet because BC are too scarce to build.
2) On the map, it says 'You cannot raid or attack allies or early outposts.'
3) My nearest neighbour just sent a raid on me when I had no means to build defences yet (due to 1).

So, what gives ?

they are un attackable for 3 days plus 1 day for each 100 day difference you can`t give them troops or spy on them or just simply attack them to until there protection runs out if you need a example say that i have population 2100 and you have 100 population and you would not be attackable because of the population difference because for each 100 pop difference the person gets a day so if i wanted to attack you i would have to wait a extra 20 days . so the person couldn`t be raided until that added time is done if there isn`t a 100 difference or more he only has 3 days to not get attacked but if the difference is 26 or lower you can attack right now
