1 destroyes the planet and the other leaves it for someone else or leaves it together as a raidable abandoned outpost I assume.

Ok I just figured it out. When you abandon an outpost, it turns into a "Broken link" picture, pressumably the image will be put in later. This would explain some of the broken images I've seen on the map. When you destroy an outpost, the outpost is removed completely, replaced with a space square. There's no common building zone left behind. Now I don't know if it'll come back at some point but it seems like you can poke holes through the galaxy map by destroying outposts. Not that anyone would want to.

Hmm, I kind of sent off all my offensive forces. I guess that jerk just can't leave well enough alone.
