can't send troops from lower outposts
From a separate thread, it seems there was a bug fix on the protection mechanism.
I tried sending some troops from my most recent outpost to one of my other outposts, and its not letting me because of the 120 population thing.
Is this intended, or just a bug?
One missing point is the 120 population that was not protection for both players and I fixed it now.
Also at sending ships there was a problem. (hope is fixed now)
